Preventive Law: Viewing AI Risk Through a School Law Lens
Artificial intelligence (“AI”) use is on the rise in Texas schools. From lesson-planning platforms to student-facing chatbots, AI is reshaping how instruction happens. But as more people use AI, one question lingers: Who is responsible when mishaps occur? In Texas, AI creates legal complexities where education law already demands careful attention to student privacy, curriculum standards, and teacher certification. Because AI provides a new way to violate state and federal laws, even inadvertently, educators and administrators must be mindful when using AI to ensure that the law is still being followed.
Texas is cutting undocumented immigrants off from school, work and driving
The sweeping rule changes, all enacted outside the typical legislative process, have upended life for noncitizens, including those who are here legally. Over the last year, Texas Republicans have enacted sweeping regulatory and legal changes that have upended all facets of life for noncitizens. The state has limited who can get an occupational license; register or buy a car; obtain commercial driver’s licenses; and get in-state tuition at colleges and universities. Texas Moves To Block Professional & Commercial Licenses for Illegal Aliens
The rule comes after a recent opinion by Attorney General Ken Paxton requiring licensing authorities to obtain social security numbers from applicants. Beginning May 1, Texas will bar individuals who cannot prove they are lawfully present in the U.S. from obtaining or renewing state‑issued professional licenses. It will also impact occupational and trade licenses. Commissioners for the Texas Department of Licensing and Regulation (TDLR) approved a new rule on Tuesday to check the lawful presence of people applying for or renewing state licenses when they are flagged for verification. The new rule requires TDLR to verify an applicant’s eligibility under federal immigration law when that applicant is selected for verification under department procedures. It applies across all TDLR‑regulated licenses. If an applicant is selected, they must submit documentation before a license can be issued or renewed.

La Porte ISD campuses selected for prestigious statewide leadership program
Two La Porte ISD campuses have been selected to participate in The Holdsworth Center’s Campus Leadership Program, a two year learning journey for principals and their teams to drive positive change for students. Lomax and Leo A. Rizzuto Elementary Schools are among 72 campuses statewide selected for the program and will be represented by their principals, Alisha Peralez and Maria Guerra, respectively. “We take great pride in the campuses chosen to engage in this demanding and meaningful work,” Superintendent Dr. Walter Jackson said. “Their dedication to serving students, strengthening their communities, and continually improving reflects the very essence of strong public education.” Principals will begin the first phase of the two-year program by strengthening their leadership skills through focused learning experiences and executive coaching, according to Holdsworth. They will then be joined by a team of campus leaders to build and apply new skills together, with field visits providing added perspective. The Holdsworth Center is a Texas-based nonprofit dedicated to building stronger leaders for Texas public schools. To date, more than 1,500 leaders across 34 districts are either enrolled in or have graduated from the program, which provides practical, job-embedded development for school leadership teams.

Abbott threatens to pull millions in funding from Dallas over police immigration policy
Gov. Greg Abbott on Thursday warned Dallas that he would pull $32.1 million in state funds if the city does not repeal police department rules around collaboration with U.S. Immigration and Customs Enforcement. In a letter to Dallas Mayor Eric Johnson, Andrew Friedrichs, the executive director of Abbott’s Public Safety Office, said the Dallas Police Department’s internal rules regarding immigration may violate the city’s agreement with the state for the funding. The threat to Dallas is part of a broader push by the Republican governor to force major cities into closer alignment with federal immigration enforcement. Abbott issued similar warnings this week to Houston and Austin for their respective immigration-related policies. A spokesperson for Johnson’s office did not respond Thursday afternoon to requests seeking comment. City and police spokespeople did not answer a list of questions about Abbott’s letter or the rules at issue, issuing a joint statement saying the city would respond by the April 23 deadline in the letter.
